Paying for repairs

Help paying for lead repairs

Several local programs help property owners pay to fix lead hazards. Most are aimed at homes with young children and have income limits. Call before you start any work, because some programs have to approve the work first.

Last checked: October 2026. Programs change often. Always confirm details with the program before you count on the money.

Start here: the Lead Safe Resource Center

The Lead Safe Resource Center is an excellent resource that can tell you which programs you might qualify for and help you through the steps.

Properties in the City of Cleveland

City of Cleveland Lead Hazard Control Program

In very limited circumstances, the City may be able to do the lead repair work at no cost to qualifying households. It can include window replacement and exterior repairs, and the household gets a stipend to stay somewhere else while the work is done.

  • Who qualifies: Homes built before 1978 with a child under 6 living there or visiting regularly (20+ hours a week), or a pregnant woman living there. Household income limits apply. Property taxes must be current or on a payment plan.
  • Landlords: Mainly for owner-occupants and tenants. Landlords can qualify in limited cases, with both landlord and tenant agreeing.

Lead Safe Home grants through neighborhood development groups

Several Cleveland community development corporations (CDCs) give out Lead Safe Home grants for lead repairs in their neighborhoods. These grants are open to both owner-occupants and landlords. Which group handles your application depends on your property's address. The Resource Center (above) can tell you which one covers you, or you can contact them directly:

To qualify, property taxes generally need to be current or on a payment plan. Some CDCs also run other home repair programs, for example for seniors. It's worth asking.

Lead Safe Ohio, the statewide program funded by federal pandemic relief money, is no longer taking applications. If someone mentions it, it's closed.

Ways to keep costs down

  • Short-term fixes usually cost less than replacing or enclosing. Both count toward a certificate. See long-term vs. short-term fixes.
  • Get trained and do some of the work yourself. The 8-hour lead-safe (RRP) course is often free. See Doing the work yourself.
  • Get more than one quote, and give each contractor the hazard list from your report so they're all pricing the same work.
